If you park a boat trailer in your own drive for less than 24 hours they come put a ticket on it. I have neighbors that consistently every weekend for over a year block the street and round about every weekend. They occasionally put tickets on their cars but problems still occur. They really take no enforcement of the rules and allow the white trash to run wild.
